Whilst many areas of software development (both commercial and non-commercial) are adopting many of the software engineering techniques developed over the last 30 or so years by Computer Scientists, it appears that OS Dev is still governed by a largely try-it-and-see approach.

So, has anyone put any thought into this area of OS dev? What processes (and tools) can be used to ensure that operating systems benefit from the expertise derived from 30 years of software engineering research?
