Shouldn't those who submit content (tutorials, resources, code) get points for doing that? I think that those who submit tutorials should get points for their effort and the same goes for code/resources since they are going above the level of the average user.

I think points would be base on other member's votes. Otherwise anyone could just post some thing at non programming sections like sports to get points for hosting. And even tough when you post forums at programming section it's not offical "tutorial" but you help others with your knowledge which should be more points.

Programming/Web designing since 1999. (I was 11 at 1999)

That's a nice idea but it's not easy to see how to implement.

We do give people bonus points and deductions: the first for especially helpful or detailed advice and the second for trivial or nonsense posts (especially from new members clearly just looking for free hosting).
