For this tutorial I will be using Paint Sho Pro 7 (PSP7). I'm going to start with a image, how about this image

Then Open PSP7 and go Edit---->Paste---->Paste As New Image (Ctrl + V) Then go to your Layer Palette and were it says Background right click it and clcik Duplicate, then click your Air Brush Tool and make the settings on you Tool Options like this


Shape:Round
Size:255
Hardness:0
Opacity:100
Step:25
Density:100
Build Up:Unchecked


Now on your Color Palette make it like this your Forground color #455B9C and your Background color #000000 then on the color #455B9C theres a blcak arrow right on the right of it click it it has 4 little pictures click the second one it looks like white, grey and black right beside each other and then your bluish and black mix together. Now color the picture all over. Then go to your Layer Palette and it says Copy of Background then beside that it says 100 then beside that it says Normal and besude Normal theres a arrow click and theres a bunch of options click Color, and now you should be able to see the picture and it will be the bluish color and black and that is the end of this tutorial!
